I have faced the same issue several times. The winning design is sometimes completely out of the brief.
I understand that it's client's subjective choice. But isn't there a way to minimize this? i.e. A way to review the client so when they post another contest, designer's know how this client work?
Sometimes, it's a mediocre design presented in a good-looking mock up. Maybe even the client only realize that the actual logo isn't that good only after choosing the winner. Can we have some standard policy for mock ups? Like the designers only allowed to upload the design and the mock up is auto generated by DE according to the product category or something like that?

Choosing a winner is completely the client's decision. The winner partially followed the brief, however in the handover the client got all the revisions done as per his requirement mentioned in the design brief.

Client asked for high temperature colors like red, orange and yellows. i think that sometimes designers don't read the brief at all..
